The Craig County Inmate Population
The Craig County inmate population has two main layers. The first is the local jail population held by the Craig County Sheriff's Office at the Craig County Jail. That group includes recent arrests, pretrial detainees, people held on local warrants, short-sentence cases, and people waiting for bond, release, court action, or transfer. The second layer is state custody at Northeast Oklahoma Community Corrections Center, an Oklahoma Department of Corrections facility in Vinita. Those are sentenced adult male ODOC inmates, not new county arrestees.
The count rises and falls for different reasons. A new arrest creates a jail booking after intake staff enter the record. A bond order, dismissal, sentence, detainer, transfer, or release can remove a person from the county roster. Sentenced people may stay in the Craig County Jail while waiting for ODOC transport, so a jail count can include people whose court case has moved past the first arrest stage. NOCCC is counted through ODOC, so its population should not be merged with the sheriff's current roster count.
Craig County Jail Population Statistics
Craig County has useful point-in-time numbers, but the research did not locate a current official rated bed capacity, annual booking total, or average length of stay from the county. The sheriff roster API returned a current list count during the research pass, and the daily booking report endpoint returned recent booking entries. Those numbers are live-record snapshots, not an annual report. The ODOC fact sheet gives a separate facility population for NOCCC, which is state custody.
| Measure | Figure | Source / date |
|---|---|---|
| Current Craig County Jail roster records | 80 BookingID records | Craig sheriff roster count endpoint, inspected June 25, 2026 |
| Current roster page size | 25 results per page, 4 pages | Craig sheriff roster endpoint, inspected June 25, 2026 |
| Recent booking report sample | 4 entries returned | Craig sheriff daily booking endpoint, inspected June 25, 2026 |
| Historical Craig County Jail population | 73 | BJS-derived Prisoners of the Census listing, 12/31/2013 |
| NOCCC facility population | More than 500 adult male inmates | ODOC NOCCC fact sheet, August 2025 |
| County population estimate | 14,506 in 2024; 14,518 in 2025 snippet | U.S. Census QuickFacts, refreshed 2026 |
Using the 80 current roster records and the 2024 Census estimate gives a calculated point-in-time jail roster rate near 551 per 100,000 residents. That is a derived context figure, not a published Craig County rate. The roster changes as bookings and releases occur, and it can include holds or transfer cases that do not reflect a simple local-resident jail rate.
Craig County Inmate Population Trends
The trend record is uneven because Craig County did not publish a multi-year jail population series in the official sources reviewed. The best supported comparison is a historical local jail count, a recent live roster count, and the state facility's official population language. Those figures show why the phrase Craig County inmate population has to be read with care. A person in the Craig County Jail is in local custody. A person at NOCCC is in state corrections custody, even though both facilities are in Vinita.
| Year or date | Count or event | Notes |
|---|---|---|
| 12/31/2013 | 73 | Historical Craig County Jail local population from a BJS-derived listing. |
| 2020 | NOCCC converted | ODOC says the former minimum-security facility became a community corrections center. |
| August 2025 | More than 500 | ODOC fact sheet for Northeast Oklahoma Community Corrections Center. |
| June 25, 2026 | 80 current BookingID records | Live sheriff roster count endpoint inspected during research. |
Recent transfer pressure matters too. KGOU reported in August 2025 that Sheriff Heath Winfrey said ODOC was accepting smaller groups from Craig County than before, and some sentenced inmates had waited more than a year for transfer. That news report should be treated as dated context, not as an official capacity number.
Craig County Inmate Record Fields
Craig County's public roster does not publish a full demographic report for the jail population. It does publish person-level fields that help users read a current jail record. The sample API and public profile showed sex, race, age, residence city, inmate ID, booking date, charges, classification, and booking photo when present. Full address data appeared in the API, but the rendered profile used the residence city, so the public-facing page should be read by the fields it displays.
- Booking
- Jail intake after arrest, when the jail creates a booking number and public custody record.
- Classification
- A jail security and housing decision. One inspected Craig County API sample showed Maximum security.
- Detainer
- A hold from another agency that can keep a person in custody even if one local charge has bond.
- DOC custody
- State corrections custody after sentencing, searched through ODOC rather than the Craig County roster.
Craig County Jail Capacity Notes
Official Craig County pages reviewed did not publish a current rated bed capacity, pod layout, or housing-unit map for the jail. The historical 73 figure should be treated as a dated population listing, not as the current rated capacity. The live count of 80 records is also not a rated capacity. It is a roster snapshot from the sheriff's public system. For jail standards and inspection context, Oklahoma law assigns statewide detention oversight to the health department.
Capacity caution: Do not treat a current roster count as a bed rating. Craig County did not publish a current rated capacity in the sources reviewed.
Craig County Jail Records Law
Oklahoma public-records law explains why many jail population and booking fields are public. The Craig County Sheriff's Office records policy says it provides the fullest possible public access under the Oklahoma Open Records Act while protecting record integrity and essential operations. Most sheriff records requests must be made in person and in writing, but jail booking reports and accident reports may be requested by email.
Key public-record rules:
Oklahoma Open Records Act, 51 O.S. Section 24A.1 et seq. frames public access to state and local records unless a law makes them confidential.
51 O.S. Section 24A.8 requires law-enforcement agencies to make certain law-enforcement records available if kept, including arrestee descriptions and jail registers.
Oklahoma jail standards information explains state inspection authority for city and county detention facilities.
Expungement is a separate court process. 22 O.S. Section 18 sets categories for people who may seek expungement of Oklahoma criminal records. A sealed court record may change public access, but it does not mean every third-party copy disappears.
Search the Craig County Jail Roster
The current county-jail channel is the Craig County Jail inmate search. The sheriff page says the roster is updated hourly, sorted by booking date, and filterable by name. It also points victims and family members to Oklahoma VINE for custody notifications. When a person is not found on the current roster, the practical fallback is VINELink, a phone call to the jail, or a records request under the sheriff's records policy.
The official sheriff roster page shows the roster search field, booking cards, mugshots, pagination, and VINE notice.
The screenshot reflects the current-custody side of the Craig County inmate population, not sentenced state prisoners at ODOC facilities.
- Open the sheriff's inmate search page and review the current custody list.
- Use the Search by Name field to filter by first or last name.
- Open a booking card to see the public inmate profile.
- Check the booking date, charges, inmate ID, photo, and VINE notification link.
- If no match appears, check Oklahoma VINELink, call the jail, or use the sheriff records process.
Craig County Roster Search Fields
The roster controls are simple. A name filter narrows the current list, booking cards open person profiles, and pagination moves through the list. The research also found public Wappler/DMX endpoints behind the page, but readers should use the sheriff's public interface rather than raw endpoints.
| Field Label | Type | Required | Options / format notes |
|---|---|---|---|
| Search by Name... | Text input | No | Free text filters the current-inmate list by name. |
| Booking card link | Clickable card | Not applicable | Each card opens inmate.php?BookingID for the full profile. |
| Pagination | Page controls | No | First, previous, numbered pages, next, and last controls. |
| VINELink button | Outbound link | No | Used when the roster is empty or a person may have been released or transferred. |
Craig County Inmate Record Contents
A Craig County inmate record is a booking record, not a full criminal-history report. The sample public profile showed mugshot, name, sex, race, age, residing city, inmate ID, booking date and time, charges, and buttons for web deposit, commissary, and VINE notification. The inspected public view did not show height, weight, bond amount, bond type, housing unit, arresting agency, judge, warrant number, or court date.
| Field | What it shows |
|---|---|
| BookingID | Public URL key used to open the inmate profile. |
| InmateID | Person identifier also used for the VINE notification link. |
| BookingNum | Booking-number format observed as YY-######. |
| BookingDate | Date and time of jail intake. |
| Pic | Booking photo filename when a mugshot is available. |
| Charges | Booking charge text. Filed court charges may later differ. |
Craig County Booking Photos
Craig County also publishes a daily booking report with recent booking photos, booking date and time, sex, race, residence city, and charges. The report has a print workflow, and the sheriff page says larger images can be saved by clicking the image. It is a recent-booking channel, not a permanent mugshot gallery.
The daily report is useful when an arrest is recent, while the current roster is better for confirming present custody.
Craig County Jail vs ODOC
County jail and state prison records answer different questions. The Craig County Jail roster is for current local custody. The ODOC offender lookup is for sentenced state prisoners and state fugitives. A sentenced Craig County defendant may still appear in the county jail while waiting for transport, but once accepted into state custody the state locator becomes the better search channel.
| Question | Craig County Jail | Oklahoma Department of Corrections |
|---|---|---|
| Who is held | Local arrestees, pretrial detainees, warrants, short-term custody, transfer waits. | Sentenced adult offenders in ODOC custody, including NOCCC. |
| Primary lookup | Sheriff inmate search | ODOC offender lookup |
| Record type | Booking record, charges, photo, inmate ID, VINE link. | State offender record, facility, status, and sentence-related data if shown. |
| When to use | After a local arrest or while a person is in county custody. | After sentencing or transfer to a state corrections facility. |
State and Federal Inmate Lookup
Federal and immigration custody are separate from the Craig County jail roster. The Federal Bureau of Prisons inmate locator covers federal sentenced inmates from 1982 to present. Federal pretrial detainees are handled through the U.S. Marshals Service, and Craig County is in the Northern District of Oklahoma. Immigration detainees should be checked through ICE Online Detainee Locator System. No BOP prison or ICE detention center was located inside Craig County.
The BOP locator uses number and name search paths rather than the county booking-card style.
Use BOP for federal sentenced custody; use the sheriff roster for local jail custody; use ODOC for Oklahoma state custody.
Craig County Detention Facilities
The facility map identifies two Craig County detention facilities. They serve different populations and use different lookup systems.
- Craig County Jail holds local arrestees, pretrial detainees, local warrant bookings, short-sentence cases, and people waiting for release, court action, or transfer.
- Northeast Oklahoma Community Corrections Center holds sentenced adult male ODOC inmates in community corrections and work-release style programming.
No official source located a separate city jail roster, BOP prison, ICE detention center, or U.S. Marshals contract facility inside Craig County. Vinita Police is a local agency, but no separate official public city jail roster was found.
Craig County Public Records Requests
When the roster does not answer the question, the Craig County Sheriff's Office records policy controls local records access. Most requests must be made in person and in writing at the sheriff's office with the requester's name, contact information, and a clear description of the record. Jail booking reports and accident reports may be requested by email. The policy says requests are not accepted by phone, fax, U.S. Mail, or email except for those listed exceptions.
For court charges after an arrest, search OSCN or ODCR, then contact the Craig County Court Clerk for copies or certified records. Court records and jail booking records are related, but they are maintained by different offices.
