NOCCC Facility Overview

Northeast Oklahoma Community Corrections Center, often shortened to NOCCC, is operated by the Oklahoma Department of Corrections. It is physically located in Vinita in Craig County, but it is part of the state prison and community corrections system. The facility holds sentenced adult male ODOC inmates. It does not book new arrestees, does not run the Craig County Jail roster, and does not serve as a city or county lockup.

The ODOC fact sheet describes NOCCC as a community corrections center with minimum-community custody. Community corrections is different from a secure county jail. ODOC describes community corrections as a custody level for inmates who must display good behavior and may not pose a threat to the public, staff, or other inmates. NOCCC Visitation Rules

State prison and community corrections visits commonly require approval, identity review, scheduling, dress-code compliance, and security screening. ODOC mail and money rules apply at Northeast Oklahoma Community Corrections Center. NOCCC Programs History

ODOC's NOCCC fact sheet gives the facility a distinct history. The center is on property formerly known as Eastern State Hospital. ODOC Agri-Services began leasing farmland there in 1987. The legislature transferred three large buildings to DOC in 1994 to expand prison bed space, and DOC transferred the first offenders in December 1994. In 2020, the minimum-security facility converted to a community corrections center.

NOCCC programs include literacy, Pre-High School Equivalency, High School Equivalency, Thinking for a Change, Moral Reconation Therapy, Associates 4 Success, work release, and public work crews. The most unusual program detail is the Agri-Service operation. ODOC says NOCCC has the only inmate-operated sawmill in Oklahoma. Inmates refurbish stock, flatbed, and Oklahoma Correctional Industries semi-trailers, build mineral feeders for Agri-Services departments, and produce more than 175 ricks of wood each year for sale and agency revenue.
